[Dubai Update] Three Reasons Hotel Rates Have Fallen This Summer and Autumn, and How to Use DET’s “A Dubai Invite”

If you have been meaning to see Dubai for yourself, summer and autumn 2026 look like the most affordable window in several years. Three factors overlap at once: the usual summer low season, softer room rates after a drop in demand, and an official campaign from Dubai’s Department of Economy and Tourism (DET).

This article sets out what has actually changed, the conditions for the “A Dubai Invite” campaign and how to apply, and the caveats — with sources for each point.

Summary 💡

Dubai hotels peak from November to March, and summer is the usual low season. The same room in the same hotel sits in a different price band depending on the season.
Demand fell after the regional situation deteriorated in late February 2026. In May, Moody’s Analytics projected second-quarter occupancy of around 10%; on the actual numbers, UAE hotel occupancy through June was down 27.7 percentage points year on year and RevPAR down 31.8% (CoStar / CBRE).
On 21 May 2026 Dubai approved a second economic incentives package worth AED 1.5 billion, suspending the 7% municipality fee on hotel and restaurant bills and the per-night charge of up to AED 20 (the Tourism Dirham) applied at higher-tier hotels, among other measures.
DET is running the official “A Dubai Invite” campaign: a UAE resident nominates an overseas family member or friend in advance, and once that guest arrives, a reward package worth more than AED 3,000 is issued.
Nominations close on 30 September 2026, guests must arrive by 31 October 2026, and rewards are generally valid until 31 December 2026.

1. Summer is Dubai’s low season to begin with

Dubai room rates swing sharply with the season. Between the November–March peak and the summer months, the same room in the same hotel sits in a different price band, because daytime temperatures above 40°C from July to September suppress leisure demand.

That said, homes, offices, malls and cars in Dubai are all built around air conditioning. If you are not planning long stretches outdoors, a trip focused on market research and property viewings runs into few practical problems: ride-hailing is cheap, and viewings happen indoors.

2. Rates themselves have come down after the demand drop

Following the deterioration in the regional situation that began on 28 February 2026, hotel and leisure demand in Dubai fell sharply from spring onwards. In May, Moody’s Analytics projected that second-quarter 2026 occupancy would fall from about 80% before the escalation to around 10%, describing it as “an effective shutdown of large parts of the hospitality sector”.

The actual figures have not fallen that far. According to CBRE, citing CoStar data, UAE hotel occupancy through June 2026 was down 27.7 percentage points year on year and RevPAR (revenue per available room) was down 31.8%. The forecast and the outturn differ in degree, but they point the same way: demand and achieved rates are both well down.

In response, on 21 May 2026 Dubai announced a second economic incentives package worth AED 1.5 billion, approved by Crown Prince Sheikh Hamdan bin Mohammed. For hospitality it includes the following measures.

Suspension of the 7% municipality fee applied to hotel and restaurant bills
Suspension of the per-night charge of up to AED 20 — the Tourism Dirham — applied to stays at higher-tier hotels
Hotels and restaurants exempted from collecting sales fees on rooms and dining

The package will be rolled out over three to twelve months. In short: room rates themselves are lower, and the taxes and fees added on top of the bill are lighter too.

3. On top of that, DET’s official “A Dubai Invite”

Dubai’s Department of Economy and Tourism (DET) is running “A Dubai Invite”, an official campaign in which UAE residents invite family and friends living abroad.

The resident nominates the guest before travel; once the guest actually arrives in Dubai, a package of hotel, restaurant and attraction perks worth more than AED 3,000 is issued. Arrival is verified automatically by DET’s systems — no boarding pass is said to be required — and the rewards are emailed to the host within 72 hours of verification.

Note that reward packages are only issued from August 2026. Even for a guest arriving in July, the rewards themselves are expected to arrive from August onwards.

Uptake has been strong: DET says more than 10,000 applications came in within 48 hours of launch.

What the rewards include

Hotels (Meliá)	Meliá Desert Palm: up to 45% off room rates. ME Dubai by Meliá: around 35% off the Best Available Rate (BAR), room upgrades, and free stays for children under 12.
Hotels (Mina Seyahi)	W Dubai, The Westin and Le Méridien. The room charge paid comes back as credit that can be spent on dining and spa facilities within the resort.
Hotels (IHG)	Complimentary night stays at selected properties (for example, stay three nights and pay for two) plus discounts at participating restaurants.
Restaurants	Buy-one-get-one-free main courses at venues such as Asia Asia, Lock Stock & Barrel and Papas; AED 100 vouchers at other outlets.
Attractions	Complimentary day passes to Aquaventure Waterpark, full-day tickets to IMG Worlds of Adventure, and similar.
Mobility services	Perks with Careem and Hala.

Conditions and deadlines

Host	A UAE citizen or resident aged 18 or over, holding a valid Emirates ID.
Guest	A non-UAE resident, entering on a valid tourist visa or eligible for visa on arrival (Japanese passport holders qualify for visa on arrival).
Method of entry	By air, sea or land — all accepted.
Arrival window	20 July – 31 October 2026
Nomination deadline	30 September 2026 — and the nomination must always be filed before the guest arrives.
Reward validity	Generally until 31 December 2026, unless an individual offer states otherwise.
Nomination limits	Up to 5 guests per submission. Each guest can be nominated only once. A single resident can receive a maximum of three reward packages across the whole campaign.
How rewards arrive	Emailed to the host within 72 hours of the guest’s arrival being verified — though packages are only issued from August 2026.

Flights, visas and accommodation remain at the guest’s own cost. The campaign does not include visa assistance of any kind.

You cannot apply on your own from abroad

The reward package is issued to the nominating UAE-resident host. A person living in Japan cannot register themselves — a host on the ground is always required.
